They probably thought they'd be able to sort out European payment options by that time too, as it was mostly Europeans that complained about the CC being the only option in the Store.
However, 3 Months later and you get:

Which help 2 European countries, although I heard the German system doesn't work. Sweet deal, taking them 3 Months to provide additional access for 2 countries, access that SHOULD have been improved long before the promotion.
So yes, sell the Promo pack in the store at 5$/€ (nvm the conversion as usual <.<), 30$ is too much for a mere 4 missions though. Though improve the access first. Seriously. It sucks badly. Or make Char slots purchasable from the PlayNC store, which does provide more payment options than the online store.
For most of us Europeans, it wasn't a matter of time, it was a matter of whether or not Anet was able to provide more payment options for us. Hell, the Promotion could have lasted a year, it'd still be completely useless to us as long as CC remain the only option to purchase stuff from it.

You see in this scenario, what you early purchasers of the BMP did was exclude yourself from having to pay by allowing Anet to skip the packaging and just send you the game, saving them money and giving you free extra content. A fair trade off.
If we were to pay an extra $5 to get the BMP as a result of getting the packaged version of GW:EN, this would also be a fair trade off. For ArenaNet, the data is already there. So why not make an extra profit from this? The only possible reason for not implementing an alternate way to get the BMP I can think of is extra server costs. If that isn't the case, then it's simply a poor business maneuver to withhold the BMP from the rest of the community as the extra money flow of $5 per extra BMP sold could only help ArenaNet at that point.

blame your lousy government for regulations that prevent you from getting free cc such as most of the free world has access to.
blame your super greedy banks that charge you a high premium for a card.
the rest of the civilized world can get a low or no cost cc from any bank here .
cc companies would love to expand but your govt not Anet/Csoft is blocking them.
your greedy banks are supercharging for something we take as granted for free.
if my bank started to have a service charge for my cc i would go right next door to one of the other major banks and transfer my accounts on the spot if the charge was not waived.

Actually, we have debit cards.

Which are actually more widespread throughout Europe and unlike CC, they're free to use. So really, unless you're a European who travels a lot or buys a lot of things off the Internet, a CC is useless. And even if you do buy from the Internet, a lot of online stores do accept Debit Cards.
Also, the governement has nothing on CC by my count, but Debit cards are pretty much encouraged to use by both merchants (lower fees than CC) and buyers (No cost to use it). And technically, Belgium hasn't got a governement at the moment to blame (for this anyway ).
We can get CCs, it's just that getting them would mean we'd have to start paying for them, while having a better alternative at hand.
So really, what all us Europeans should have done is get a CC, only to use it once in Anet's Online Store? Oh yeah, that's a great solution...

option two blame the greedy bank?
the biggest complaint on every site/forum/thread/post covering this was some variation of i refuse to pay x euros just to use a cc AND MY BANK WILL NOT BUDGE ON THE FEE

If it is made available as a seperate purchase, I believe that the price should be higher than $29, simply because that was the amount required to qualify for the promotion.

Why? Simply because it's too late. People have already purchased GWEN or 3 Character Slots just for BMP.
Additionally, please don't tell me it's difficult to make $30 in the time span from July to the end of October. If it is, then you shouldn't be playing GW in the first place.

look at it this way pople who eatrned the bmp earned it black friday coming up you get up early you do what you have to to get the deal but after 3 hours the deals gone is the store going to say ohh we sorry everyone that slept in can come back next month we will give you the same deal answer is no
if you wanted it then you should of bought gwen through online store enough said what i did and what 1k other s did it was a reward for those who spent the money
i would be pissed if they had it for sell for 5 or even 10 bucks in online store. for the fact i coul dhave bought gwen at wlamart saved 5 bucks then bought it later

lol, you who have bought slots and/or gwen, wanted the pack for free, like myself, whats wrong with ANet selling it later, its not like they extend BMP for Free, those who bought it later will only get the mission pack NOT FREE and no gwen no slots... lol
no one force us to get it for free, its a bonus if you spend money in the online store, its not a bonus if they SELL it later. (not in a box please :P)

Frankly, I'm astonished at all the snivelling against the idea that this pack might be made available any other way. My recollection of the several long threads on this subject, was that many players were not happy with the offer and many also believed that it would become available some other way. Since ANet never once explicitly stated that there would be no other methods of obtaining the pack, I think those people have every right to anticipate another chance to acquire it.

Read my post better next time before laughing at it. Your reply makes no sense in regards to my post.
My post summary:
I bought GW:EN(boxed version)
I would like to buy the BMP at $5(ingame store version) - this would make Anet money assuming extra server costs wouldn't hinder the profit.
Anet makes an addition $5 (excluding taxes) for data that is intangible, meaning no packaging fee on Anet's part.
Assuming the feasibility of the aforementioned points, it would be a bad business maneuver to NOT utilized data that are just sitting there anyhow.
